Class NullCmdGenerator

This is a callable class that can be used in place of other
command generators if you don't want them to do anything.

The __call__ method for this class simply returns the thing
you instantiated it with.

Example usage:
env["DO_NOTHING"] = NullCmdGenerator
env["LINKCOM"] = "${DO_NOTHING('$LINK $SOURCES $TARGET')}"
